New steel offcuts, also called "prompt" industrial scrap or "home scrap" in steel industry terminology, represent the metal that is trimmed away when steel sheet, plate, or section is cut to size during manufacturing. This scrap has been generated continuously since the Industrial Revolution as factories cut steel to produce components. Historically, large steel consumers (shipyards, vehicle manufacturers, and heavy engineering firms) returned their offcuts directly to the nearby steel mill, creating an early closed-loop system. By the 20th century, as manufacturing became more geographically dispersed, prompt scrap dealers intermediated between factories and steel mills, collecting offcuts and consolidating them into mill-deliverable quantities. New steel offcuts command the highest price among steel scrap grades because their composition is precisely known (they came from certified steel with known specification) and they are free from the contamination of demolition or end-of-life scrap.
Historical Uses
New steel offcuts have always had a single application: re-melting into new steel. Their history is therefore the history of the steel industry itself. British shipyards, building the largest fleet in the world through the 19th and early 20th centuries, produced enormous quantities of steel plate offcuts as ships were cut to shape. The automotive industry, established from the early 20th century, generated pressed steel body panel offcuts. During WWII, steel scrap collection was a national effort, factory offcuts, alongside demolished buildings and collected salvage, fed the steel mills producing armour, weapons, and ships. Post-war, the growth of consumer manufacturing (white goods, vehicles, tinplate packaging) created large new prompt scrap streams from pressing and stamping operations.
Current Uses
New steel offcuts arise from steel service centres and stockholders who cut sheet, plate, and sections to customer-specified sizes; from pressing and stamping operations in the automotive and white goods industries; from laser cutting and plasma cutting operations where the skeleton from which components have been cut is offcut scrap; from pipeline fabrication and pressure vessel construction; and from structural steelwork fabricators who cut sections and plate to drawing dimensions. The material is typically low-carbon structural steel (S275, S355 specification) or occasionally higher-specification steel. It commands a premium of £20–50/tonne over demolition scrap because its composition is certain and it requires no processing before furnace charging.
Future Possible Uses
New steel offcuts will continue to be generated wherever steel is cut and fabricated. The trend toward near-net-shape manufacturing, where components are formed as close to final dimensions as possible through forging, casting, or additive manufacturing to minimise material waste, may gradually reduce the generation of offcuts per unit of production. However, structural steelwork, pressure vessels, and bespoke engineering will always require cutting from plate or section, generating offcuts. Advanced manufacturing analytics are helping fabricators optimise nesting (the arrangement of components on steel sheets to minimise waste), which may reduce offcut volumes slightly. The premium quality of new offcuts ensures they will always command the best price among steel scrap grades.
Where Does This Scrap Come From?
New steel offcuts come from steel service centres that cut sheet and plate to order (skeleton scrap from laser or plasma cutting tables is a large source), structural steelwork fabricators, pressure vessel manufacturers, pipeline fabrication yards, engineering companies cutting plate for machinery bases and structural components, and vehicle body manufacturing facilities. The material should be free from paint, significant surface rust, oil contamination, and attached non-ferrous metals. Sellers with regular offcut generation typically arrange collection or skip arrangements with scrap dealers. Material with certified composition documentation (mill certificates) may command an additional premium from specialist buyers.
How Is It Remanufactured?
New steel offcuts are charged directly into electric arc furnaces or basic oxygen converters with minimal preparation, typically just cutting to furnace-charge size if any pieces are oversized. In the EAF, the known composition of new offcuts allows the furnace operator to plan additions precisely, minimising alloying additions and improving furnace efficiency. The molten steel is tapped, refined if necessary in a ladle furnace, and continuously cast. The clean composition of new offcuts makes them particularly valuable for producing high-specification steel grades (automotive grades, pipeline grades, pressure vessel grades) that require tight compositional control. Some UK steel mills maintain preferential pricing relationships with large offcut generators for exactly this reason.

New steel offcuts consistently command the highest price among carbon steel scrap grades at UK scrap yards and steel mills, typically £20–50/tonne above demolition scrap (heavy steel). Over 2021–2026, UK prices for new steel offcuts have ranged from approximately £150 to £420/tonne. The 2022 spike driven by the Russia-Ukraine conflict pushed prices to exceptional highs before a significant correction. Through 2023–2025, prices stabilised in the £170–260/tonne range. The differential over demolition scrap has remained consistent. The long-term outlook is tied to UK steel mill production economics, as EAF steelmaking grows to reduce carbon footprint, demand for clean high-quality scrap including new offcuts will strengthen.
